Here are some ways to find people new to Instagram and new users in general.

  -  Look in Suggestions For You and see if underneath the username if it says New to Instagram

  -  Click on the heart button click on one of the users

  -  Look at other people's followers

  -  Look at hashtags

  -  Look at who liked and commented on people's posts

  -  Look at and follow the hashtag #firstpostever or #veryfirstpost or #newtoinsta or #newtoinstagram or #firstposteveroninstagram make sure to go to the section 'most recent' and not 'top posts' so you can see new users.
